The Biden Foreign Policy Doctrine: The Role of Congress, A Case Assessment

Abstract:

Since President Joe Biden is close to completing his term in office it is an appropriate time to reflect on the role of Congress in the application of his foreign policy doctrine, the Biden Doctrine. Specifically this paper provides an explanation and select case assessment of President Biden’s use of military authority to conduct strikes against a number of targets in Yemen used by Houthi rebels to endanger freedom of navigation in one of the world’s most vital waterways. Bipartisan opposition from Congress suggests that the President violated Article I of the Constitution and the War Powers Act, and this concern is the primary focus of this case study.
